Open Security Center. If you have a third-party firewall installed (or
av software that comes with "Internet Worm Protection" like NAV), WF
will be disabled but the "button" will be green and say "On". Then when
you click the double-arrow button to the right it will show you what
firewall is running instead of WF.

If this isn't the case, post back with what firewall protection you do
have.
