Might be a glitch in Security Center. Not sure. I'll have to look into
it further.

I have seen a few cases where the reg file needed to be merged again and
a couple of hard reboots for it to really take effect, and a few other
cases where that sucker just will not turn off no matter what you do.
Why, I don't know, except I do know that the SP2 firewall does its
damndest to be active at boot-time. The reg file I gave usually kills
the boot-time security FW settings, but not always. Don't know why. Was
just something to try. You can easily reverse it by deleteing the keys
it set in regedit if you so desire and persue it otherwise.

Are you using some other software firewall on the machine? If so perhaps
Security Center is telling you that _it_ is active.
