Do you have the install media for Windows 98? If so, the upgrade version of
Windows XP will still work. The upgrade version can still do a fresh
install of the OS but you will need proof that you own a prior qualifying
version. Otherwise, a full retail version will let you upgrade (i.e.,
migrate) or do a fresh install. An OEM version will also do a fresh
install. It will only do a full install (i.e., you can't use an OEM version
as an upgrade to migrate to the new OS). EVERY version will let you do a
full fresh install; however, the upgrade version will require proof of a
prior OS version since it is an "upgrade" version.
