IS IT POSSIBLE TO FORCE THE FILES I DOUBLE CLICK TO OPEN EVEN IF THEIR
APPLICATION IS ALREADY OPEN AND MINISMIZED?

If TweakUI does it, can someone please clearly describe the procvess,
I cannot seem to get it working.
