Instead of testing it by selecting Run from the menu, try the
following:

Logon with the new account.
Create a new task.
In the program box, click on Paint, hit the Next button.
Click on "One time only", click Next.
Change the time so the task runs 10 minutes in the future, hit
Next.
Make sure the new account is listed as the user name, enter the
password twice and hit the Next button.
Click Finish.

If Paint opens in a few minutes, then you know it's working
correctly.

Note: After the test runs successfully, you can go back and
delete this task.
