I am using a D-link DFE 816 hub between computers and hispeed modem. Can it
be configured in a way the it wil restrict/allow user access to
modem/internet? I have not had great success finding out much about this hub
as it was a hand me down form a friend.

Many of the major brands, can be set to block access on a scheduled basis, usually under "parental controls" or "filter" settings section of the router. If you decide to use a router, make sure that you add a password to the "admin" logon, to help prevent "unauthorized" changes to the router's settings.
