without a user’s explicit knowledge, and may perform their dialing activity
without a user’s specific consent prior to dialing.

Dialer: A program that, often secretly, changes your dialup connection
setting so that instead of calling your local internet provider, your PC
calls are routed to an expensive 0900 or international phone number.

Get some anti-spyware programs and scan your machine for scumware.

Download, install, run, update and run again. They are all
good, FREE utilities. Make sure you update every program, even if you
just downloaded it. You must have the latest updates. Without updates,
you have a gun without ammo. You also need to use more than one
anti scumware program. One program will *not* catch everything.
