One of my XP computers has IP routing enabled, and the others don't. No problem
in my workgroup.
I'd bet your problem is more basic than that. Asymmetrical access / visibility
is a common problem with workgroups. It's usually caused by a misconfigured /
overlooked personal firewall, but there are other possibilities too.

If no help, provide "browstat status" and "ipconfig /all" from each computer,
