Try this. Open local Group Policy via gpedit.msc and go to user
configuration/administrative templates/desktop and find the option for
remove properties from my computer context menu and set it to disabled and
user configuration/administrative templates/system/control panel to disable
the setting to prohibit access to the control panel. Also try searching for
sysdm.cpl file and try opening it. If it is not on the computer try copying
that file from another computer. --- Steve
