That's the way Microsoft Office works.. It makes a ~*.tmp file while you
work on it to temporarily store changes in case something happens - it can
attempt to rescue your document.. It puts this file in the same directory
where you open the original - thus why it is a bad idea to work on files
while they are stored on a floppy diskette...

So - there's nothing unusual there - what other things make you think you
are being spied on?
