In XP, how can I enable popup windows (with my customized message) after
user logon?

My situation is that:
I would like to pass some information to users when they login our windows
XP client machines. As I would like this message only popup when user login,
"net send" command seems cannot help my case. Furthermore, I cannot find any
policy rule in AD about that.;-(
