Double check to make sure the IE pop-up blocker is disabled.
Block Pop-up Windows with Internet Explorer

Look on the Status bar at the bottom of Internet Explorer. If
you see an icon similar to the one that's shown on the Privacy
page of Internet Options it means IE's pop-up blocker is
working.
You should also investigate any security software you have
installed on your computer. It's possible that your antivirus
and/or antispyware software includes a pop-up blocking feature.
