It certainly seems that there is something wrong with the IDE hardware.
Windows is reporting to you that the ports have timed out.
Thus, it would seem that the reason for the high CPU usage is that the CPU
is desparately trying (without success) to connect to the IDE ports. This
machine belongs back at the shop.
