Since posting this message I have found a solution to the problem.

It appears that the problem was on the machine of which I was trying to make
the image. In the root of the boot drive there were three folders which
appear to be uninstall folders for what appeared to be Office 2003 SP1. On a
whim I decided to delete them and when we re-ran RipRep then tried accessing
the RIS server it worked just fine.

RIS is running great now! Check the root of your boot drive and see if you
have any folders marked "$Unistall..." and delete them.
