You can of course remove any Tool Tip from an icon.

For each icon, simply right-click it and choose Properties from the menu that
appears. On the shortcut tab, change or remove the text in the box next to the
"Comment:" field and click OK.

And you can turn them off completely with a Registry entry like the instructions for
Disabling Balloon Tips here.

But I am unaware of a way to globally make some work and others not.
