When you open the Administrative Tools folder in the Start Menu, the shortcuts/items may be missing.
There are two possible causes for this problem:
The Shell Folders path for "Common Administrative Tools" is incorrectly set.
The Administrative Tools shortcut files are deleted accidentally
If the Administrative Tools folder itself is missing (not just the shortcuts) in the Start
Menu, you will need to enable any of these two options under Taskbar and Start Menu options applet
in the Control Panel:
Display on the All Programs menu or Display on the All Programs menu and the Start menu.
