Yes, try this first.
You may need to go further.
Change the association of JPG files from Photoshop back to the default,
Windows Fax and Pictures viewer.
To do this, right click on a JPG file and click on Open with. Click on
Choose program at the bottom of the opening menu. A list will open, select
Windows Picture and Fax Viewer and check the box "Always...."
Now, when you double click on a JPG, it will open with Windows Fax and
Picture viewer.
If you want to edit a picture, right click on it and click on Open with and
click on Photoshop on the opening list. Or just start Photoshop and open the
picture you want to edit from there.
