Well, in the title of your post, you created a VCD.
A VCD is a way to copy Photo Story files (or other video files) to a CD so
you can insert it in a DVD player and display the results on a TV. In my
opinion, the results are "poor" and not worth the effort. Photo Story is a
great little program but only when you play the file on your computer
screen, not via a VCD in a DVD player to display on your TV. If you want a
"reasonable" quality on your TV you will need to copy the Photo Story file
to a DVD disk

There is way out.
Instead of making a VCD, simply copy the Photo Story file to a CD-R just
like you would copy any other file to a CD-R, then add any other file to it
as needed.
However, you need to remember that when you make a Photo Story and you save
it, you actually will have two files, with the same name (file name you
selected), but with different extensions.
One will be filename.wp3. This file will be large and will contain all the
pictures you included in your story as well as the music, narration etc.
This is the file you need if you decide to edit the story.
One will be filename.wmv. This file will be much smaller and this is the
file you click on to play the story on your computer screen. Make sure you
copy both files to the CD-R.
