I use Adobe Photoshop 5, which is so old now that I am sure there are free
copies about. It will do almost everything I want to do with photos. For the
rest, I use Compupic 6, but I have had a look at Picasa2 and FastStone which
are Image viewers that do a lot more than just view and are free. For
arranging any combination of pictures and text for adverts, cards, fliers or
any design for printing out I find Textease to be the best program of all.
Do some Google searches for these and see what you come up with.
