Right click on Administrative Templates.
On the menu that pops out, click on Add/Remove Templates.
You should see at least 5 entries in the "Current Policy Templates" box;
conf, inetres, system, wmplayer and wuau.
If any are missing, click on the Add button.
You should be able to add the missing templates.
Once you've done this, see if you can view all the Windows Components.
