Same way you would change any IP address, really.

First - the service provinding the IP address has to be configured.. If you
control the router handing out the IPs - you configure this according to
your router's instructions - if you cannot find them - visit their web
page - they keep the manuals up there too.

Second - you configure your computer to use that static IP (or if you have
configured your router to give out a certain IP by MAC address - you just
insure your computer is set to use DHCP.)

Done.
