User Accounts that you get from control userpasswords is the default icon in
the Control Panel.

User Accounts that you get from control userpasswords2 is not in the Control
Panel by default, you have to add it.

1. Right hand side
Add ControlUserPasswords2 To Control Panel

Reinstalling XP will not add it.
