Winnt was used for previous NT operating systems, NT4, 2000 etc. If you
upgraded from one of those then it would continue to use the winnt
directory. Also poorly written software could create a directory called
winnt and put it's stuff in there, rather than looking up the proper
location of the Windows directory.
