Is this a standalone computer (like a home computer) or a member of a
domain (like a work computer)?

If a home computer, go to Control Panel>User Accounts and look at your
user account. Is it a Limited or Computer Administrator type? If the
latter, you have administrative privileges and can just install the
program by double-clicking the installer.
