Check that your browser is not using a User Stylesheet:
Tools -> Internet Options -> General Tab -> Accessibility.
For normal (standard) viewing _nothing_ should be checked in these sections.
Be sure that all boxes are unchecked!
Try disabling any third-party security and/or privacy programs you have
running (Norton Internet Security, etc.)
