Start with Control Panel | Internet Properties, and go to the "Connections"
tab. There you want to set it to "Never dial a connection". Also, go to
your "LAN Settings..." and make sure that none of the boxes are checked.
Next, you want to open MS Outlook Express, go to Tools | Options, and go to
the "Connection" tab. There you want to make sure that none of the boxes
are checked.
Also, while in MS Outlook Express, go to each account, and check the
Account Properties; once again, the "Connection" tab. Make sure that
"Always connect to this account using:" is not checked.
After that, you should never see a dial-up connection pop up, unless you
explicitly invoke a DUN agent from the Dial-Up Networking menu.
