IE Tools > Internet Options > Advanced > Browsing > Automatically check for
IE updates (uncheck)
NB: Any number of anti-malware tools (e.g., SpywareBlaster, Spybot, Ad-aware
Ad-watch) may be blocking changes to your homepage or your ability to have
the above option "stick".
