Hi,
Does this still happen if you startup in Safe Mode with Networking? If not,
then you need to figure out which BHO, toolbar or third-party program is
causing it. You could be looking for either malware or a legitimate program.

Longshot... but deleting the WebBrowser registry key may help by resetting
IE toolbars to default configuration:

A repair/reinstall of IE may help.
