For forwarding: Tools | Options | Send | HTML Settings. Make sure Send
pictures with messages is checked, and make sure you are sending and reading
in HTML foe both incoming and outgoing.
Note that if the picture is viewable in Sent Items when you forward it, the
problem isn't on your end.
