No you are not right in believing that. OE can do BCC.

Open a new message window. On the View menu click All Headers. Now close the
window and click No when prompted to save. Every new message window you open
will then have the BCC line showing.

Not immediately. You first have to start a new message. If you have already
done what I recommended above, you will see BCC.
