Your explanation of what is happening is in the error message. It states
that "Hotmail no longer allows email access via Outlook Express for free
email accounts." In order to use Hotmail, you now have to have a "paid"
account with Hotmail or MSN. A further explanation is also provided in this
Knowledge Base article from Microsoft:

You receive an error message when you use Outlook Express to access your
Hotmail account:
