OK, I see the problem now. From your headers:
Microsoft Outlook Express 6.00.2800.1409
Microsoft MimeOLE V6.00.2800.1441
The above are versions of the files MSOE.DLL and INETCOMM.DLL [the former
version belongs to 837009 (Apr-04) while the latter belongs to 823353
(Jul-04)]. How they ended up that way isn't important. Getting it fixed is
(and doing so will hopefully fix your WAV problem).
First, close *everything* via CTRL+ALT+DEL except Windows Explorer (includes
your AV program, Scheduled Tasks, Screensaver, and going offline). Start >
Run > IE6Setup.exe. Select Minimal - Custom; Select all the parts you use,
including OE (but none you didn't originally download) and overinstall.
Should take about 2 minutes. Reboot the computer.
Now, with AV and all other running processes still closed, install 837009
using the file you downloaded earlier (if you still have it), the same way
you installed it earlier.
Reboot and, with AV and all other running processes still closed, check in
at Windows Update. You'll probably be offered a few updates but none of
them should be for OE. If Windows Update offers you 823353, do /not/
install it.
Let us know how you make out.
