Is there an error message associated with the failed install of the
Update Rollup ? Who runs System Restore - is the update doing it after
failing to install ?
Try this - Show hidden files, folders, and system files :

Create a temporary folder on the Desktop. Name it Temp. Navigate to the
WINDOWS\Installer folder. Move all the contents of that folder to the
newly created Temp folder on the Desktop. Now try to install the Update
Rollup.
Whether it succeeds or not, move all of the contents of Temp back to
WINDOWS\Installer afterwards.
Did that allow it to install ?
