Do you have Program Files on another drive or partition than the Windows
directory ? Others have resolved the repeated requests to reinstall
KB835732 by using Tweak UI, which is included with Power Toys for XP :

to move Program Files, install the update, then move Program Files back
again.
The issue may stem from the location of the NetMeeting folder or the
deletion of files from said folder.
