I've worked on at least 50 systems with Windows Installer 3.1 installed
and they all update successfully. Just because your system has an
issuing installing updates does ***not*** indicate that their is a bug
or an issue in Windows Installer. MS will not be fixing something that
is not broken.
Look to the installed AV|Security Programs|Download Manager|PopUp
Stopper|Cookie Remover|Registry Cleaner/Fixer|Firewall|Router or, the
health of the OS for the cause of the issue.
