Yes. Microsoft Windows XP had a 'magnifier' utility and it has a 'voice'
utility [which on-screen text out loud].
But you might also consult your country's organizations that support the
visually impaired e.g. if you are Canadian, contact the Canadian National
Institute for the Blind [CNIB] and ask for advice.
