Okay I had Background Intelligent Transfer service set to Manual and I guess
there's no code that tells it to go on. It must be on Automatic.
Microsoft should make a patch so that if BITS is in manual mode it can be
auto started by Automatic Updates service.
For anyone that wants this in English (for error code 0x80246008)
goto Start - Run type "services.msc"
Automatic Updates must be Automatic and Started
Event Log must be Automatic and Started
Background Intelligent Transfer Service must be Automatic and Started.
Ty PA Bear although the Microsoft website should just tell you what the
problem is instead of making you go through 500 different pages just to get
an answer.
