Default How do I restore IE 6 100% back to factory fresh settings?

I messed up IE and need it to go back to its freshly installed state before I

That won't do it. It will retain most user settings.

Tools | Internet Options | Programs | Restore Web Settings
You may or may not want to uncheck Restore Home Page.
