mmm...
don't know why it is slow loading. According to the doco for the Security
patch this addressed a security issue with some graphics file types, this
may cause a delay for additional processing if you are loading a home page
(I guess? Try loading about:blank to test)

The third party extensions test only requires that your restart IE. Correct
