IE takes several minutes to start.

I'm using IE Version: 6.02900.2180.xpsp_sp2_gdr.050301-1519

When I try to launch IE the following happens:
The browser displays
Has a blank white page
Address bar is blank
Status bar says: Start downloading from site: http://slashdot.org/
After waiting for several minutes the page begins to load
That is, the message in the status bar finally changes to Opening page:
http://slashdot.org

I'm using Norton Anti-Virus.
It finds no problems.

I've tried to launch IE with no home page.
The browser immediately displays
I'm not able to get Help/About to display
I'm not able to get Tools/Options to display
If I type in a url it has the same characteristics as before

If I try to open a static html file the following happens
After about a minute it a message box displays saying that it can't find the
file.
I okay that dialog.
After several minutes the static page pops up from no where.

I've downloaded hijackthis and found no issue
I've downloaded Spybot and found no issue
I've download Ad-Aware and found no issue
I have Norton up and running all the time and found no issue.

Little help?

1. Click Start, and then click Run.

2. In the Open box, type:

regsvr32 urlmon.dll

3. Click OK, and then click OK again when you receive the following message:

DllRegisterServer in urlmon.dll succeeded.

You can also try this:

Go to Start/run, and type SFC (msconfig for WinXP).
Choose 'Extract One File From Installation Disk' ("Expand File" for WinXP).
Type oleaut32.dll, not worrying about its location. Then, click Start.

Next to 'Restore From', type in or browse for the file's location, which is
probably in the Win98 (i386 for WinXP) folder of your installation CD-ROM
(typically D:\Win98), or in your Windows\Options\Cabs (Windows\i386 for
WinXP) folder, as the case may be.

Then, next to 'Save File In', enter C:\Windows\System (C:\Windows\System32
for WinXP), and click OK. System File Checker (or msconfig) looks for the
file, saves it as you requested, and then tells you that 'the file has been
successfully extracted'.

You may need to reboot.

None seemed to help the problem.

Any other ideas?

Here's the thing,

You posted 7 urls.
I'm asking what do I need to do next.
I've spent quite a bit of time on this ... And I'm looking for some help.
I fail to see how reading through 7 web sites is going to solve this
problem.
So I ask ... what do you suggest I do next.

How about something less daunting then read seven web sites?
