Default activating activeX controller

i'm using winxp SP2 (popup blocker is on). lately when i'm entering sites
that require activeX and i don't see the popup that says i should install an
activeX controller. i'm also using Norton antivirus corporate edition (v10)
and Spybot search&destroy (spyware removal tool).

what should i do so i can have the popup that would ask me to install
activeX controller?

thank you,
tom
