Can I remove the Open or Save dialog box for an Internet Shortcut download?

Default Can I remove the Open or Save dialog box for an Internet Shortcut download?

We have a link on our web site which downloads an Internet Shortcut link
(Notescall.url) to run. Inside the shortcut is the call to execute the Notes
client
and the path.

URL=Notes://
Path=\Notes\data

Unfortunately since the Internet Shortcut has a file name with the .url
extention, the pc's are ignoring the security settings to avoid the Open or
Save dialog box and prompt anyway.

Is there a method to remove the Open or Save dialong box when launching a
file with a .url extention or a registry key to address this isssue?
