Default External Script Source Timeout

Our internally hosted website home-page calls weather.com's weather script by:
<script src='http://voap.weather.com/weather/oap/etc...etc....></script>

A problem occurs when the external source cannot be reached (usually by
isp's proxy server going down). It times out way too long, and would like to
somehow change it to about 10 seconds. If it cannot reach the source by
then, the rest of page should continue loading. Right now it takes too long
for most users to get around as most of the pages has the weather portion,
which was requested, until the proxy goes down.
