Whatever is the enctype of a form submited by post method (it's the only one
I've tested...), ie6 doesn't send initial value settings of controls <input> of, at least, type text and image. According to the HTML 4 recommandation document form chapter (http://www.w3.org/TR/REC-html40/interact/forms.html), in paragraph 17.13.3 "A form data set is a sequence of control-name/current-value pairs constructed from successful controls". Controls validity is defined as "Every successful control has its control name paired with its current value as part of the submitted form data set." in 17.13.2. This quote, also in 17.13.2, tampers that "If a control doesn't have a current value when the form is submitted, user agents are not required to treat it as a successful control." But, as defined in 17.2, current value has to be "The control's 'current value' is first set to the initial value." Regarding this behavior of User-Agent, Firefox for example sends initial value for controls whenever a user hasn't specifically given a current value.
