IE Default Homepage has been Hijacked

Default IE Default Homepage has been Hijacked

I am currently using windows XP SP1. I believe my default homepage has been
hijacked by an unknown website. I have done these following steps but no cure
when i restart the pc:-
a) Reset web settings
b) Spyware programme has been installed.
c) Delete the so-called unknown website from the regedit.

Can anyone tell me what to do without formating the whole stuff?

When all else fails, HijackThis v1.99.1

It will help you to both identify and remove any hijackware/spyware.
