You can't.

Are you absolutely sure you have this problem and that it's not a similar

Via a Security Bulletin Search http://www.microsoft.com/technet/security/current.aspx we find <title>Microsoft Security Bulletin MS05-054: Cumulative Security Update for Internet Explorer (905915)</title> which shows that even if you only have XPsp1 you could still get version 6.0.2800.1529 from it (which exceeds the version 6.0.2800.1449 you supposedly would be getting from the hotfix you're citing.) Note that if you have 6.0.2800.1528 from the same update you would only have the RTMGDR version which would not have any integrated hotfixes (as mentioned further by the bulletin), and therefore probably not the modification that you are looking for.
