internet explorer wont download

while on the internet at any page ie will not download any files
message reads ie cannot download xxxx from xxxx ie was not able to open this
site
the requested site is either unavailable or can not be found please try
again later
have tried adjusting security and privacy settings to no avail
everything else seems to be ok
