IE6 SP2 is only available on WinXP SP2.

That message often means that the update you're trying to install is not
needed. 818506 updates wininet.dll to version 6.0.2800.1207 (6.0.3790.68
on Server 2003). What version is on your system? If it's later than
that, you don't need the update. I never installed 818506, but something
else updated wininet.dll on my system to 6.0.2800.1511.

Best to let Windows Update tell you what updates the machine needs, instead
of picking & choosing ones you /think/ it needs.
