Default graphics in messages

Why do some e-mails display a graphic box with a Red X and why when
forwarding a message with graphics the recipient(s) do not get the graphics?
These are normally cartoon figures.

For forwarding: Tools | Options | Send | HTML Settings. Make sure Send
pictures with messages is checked, and make sure you are sending and reading
in HTML foe both incoming and outgoing.

Note that if the picture is viewable in Sent Items when you forward it, the
problem isn't on your end.

Often because the sender did not actually send the picture. How big is the
message?
