The place to start would be with Wingate:

There are several ways Wingate can be installed and each as different
client requirements. For example if you are using the Proxy method, IE
supports that, but OE doesn't without the addition of a proxy client on
the PC. In the case of Thunderbird, you would have to tell it to use
the proxy.

If other PCs on the LAN are working fine with Wingate and OE, then you
need to check their settings verses the problem PC.

mmmmm

I've not had a problem with Wingate before... and have been using it on 3
machines- 1 server- 2 clients- for 2yrs now

server computer and 1 client still work ok so I guess Wingate server is
configured for proxy.
I assumed something has gone wrong with the one pc, since for some weeks
I've had to keep resetting Wingate client every few minutes- then IE6 & OE6
would work... now I still have to do that for IE6 , but OE6 won't connect
at all...

I think its time to clean & reinstall everything on that PC- there must be a
problem somewhere around the 'integrated layers' of the stack or so-
